Panteley Kiselov (Bulgarian: Пантелей Киселов) (born on 23 October 1863 in Svishtov, died on 14 October 1927 in Sofia), also known as the victor of Tutrakan was a Bulgarian general who fought in the Serbo-Bulgarian War (1885), Balkan Wars (1912-1913) and World War I (1914-1918). He was a hero of the Dobrudzha campaign of 1916, a hero in the battle of Gechkenli and Seliolu in the Balkan wars and in the defense of Vidin in 1885.

He entered the Military school in 1880. During the defense of Vidin from the Serbs in 1885 Kiselov commanded a company. During the First Balkan War he was in command of the 5th Danube Regiment and the 8th Littoral Regiment which fought in the great victory over the Turks in the battle of Lozengrad. During the First World War he was in charge of the Forth Preslav Infantry Division which stormed and captured the major Romanian fortress of Tutrakan in the battle of Turtucaia.

Panteley Kiselov had a number of military medals and orders and was wounded by a shell during the Second Balkan War. General Kiselov often fought in the trenches of the first line.
